Short answer: when an adult site will not open in India, it is usually for one of three different reasons. Your internet provider may be applying a government blocking order. The site itself may be down. Or a security check in front of the site may be failing in your browser. Each one looks different on screen and calls for a different response. This page explains how to tell them apart and what the law says, including the question everyone asks next: is using a VPN legal?

Three causes, three different screens
| What you see | Most likely cause | What it means for you |
|---|---|---|
| A notice from your provider, or the page never connects on one network while it loads on another | A blocking order applied by your internet or mobile provider | The site is not available to the public in India through that provider. Nothing on your device is broken. |
| An error page with a 5xx code such as 502, 503 or 504 | A problem on the site’s servers or between them and their network | Usually temporary. Only the site’s operator can fix it. |
| A “verifying you are human” page that keeps repeating | An anti-bot check that your browser cannot complete | The site is reachable; your browser setup is the obstacle. |
1. A blocking order
Blocking is done at the network level by intermediaries, which include internet service providers. Under Section 69A of the Information Technology Act, 2000, the Central Government can, “for reasons to be recorded in writing, by order”, direct any government agency or intermediary to block public access to information held in any computer resource. The section lists the grounds: the sovereignty and integrity of India, defence, security of the State, friendly relations with foreign States, public order, or preventing incitement to a related cognizable offence. An intermediary that does not comply faces up to seven years in prison and a fine.
Adult platforms have been on the receiving end. On 14 March 2024, the Press Information Bureau reported that 18 OTT platforms, along with 19 websites, 10 apps (7 on Google Play, 3 on the Apple App Store) and 57 social media accounts, had been disabled for public access in India under the IT Act, for content found prima facie to violate Sections 67 and 67A. This is also why an app can disappear from the store while its website still loads, or the other way round.
Two practical consequences follow. Because blocks are applied by each provider, the same site can behave differently on your mobile data and on your home broadband. And from your side you generally cannot see which order, if any, sits behind a particular block.
2. The site is down
A 5xx code means the server answered, but something went wrong behind it. For sites that use Cloudflare, its documentation on 5xx errors states that for most of them “the correct course of action is to first contact your hosting provider or site administrator”. In other words, the fix is on the operator’s side. As a visitor, the sensible move is to wait and try later. Repeatedly reloading or switching apps does nothing.
3. A security check that will not let you through
Cloudflare describes its Challenges as “security mechanisms used by Cloudflare to verify whether a visitor to your site is a real human and not a bot”. When the check loops, the cause is usually local. Cloudflare’s troubleshooting page notes that challenges are not supported by Internet Explorer and asks users of modern browsers to make sure they run the latest version. Updating the browser, allowing cookies for the site and disabling extensions that block scripts are the ordinary first checks. None of this involves getting around anything: the site is open, and the check is simply asking your browser to prove it is a browser.
Is it illegal to try to open a blocked site?
Section 69A is written as a power given to the government and a duty imposed on intermediaries. Its penalty clause is aimed at “the intermediary who fails to comply”. The section does not itself create an offence for the person who types in the address.
That does not make the content legal. The rules on what you may do with explicit material are in Sections 67, 67A and 67B of the same Act, and they apply whatever route you used to reach it. Publishing or transmitting sexually explicit material is an offence, and anything involving a person under 18 is an offence even to browse or download under Section 67B. We go through those sections in detail in is it legal to watch adult cam sites in India.
Is it legal to use a VPN in India?
No Indian law we have read bans the use of a VPN as such. The rule most often cited is the set of CERT-In Directions dated 28 April 2022, issued under Section 70B of the IT Act. Read what they actually require:
- They apply to VPN service providers, along with data centres, VPS and cloud providers. These must register and keep, for at least five years, their subscribers’ validated names, period of hire, IP addresses allotted, the email and IP address used at registration, the purpose of hire, validated address and contact numbers, and ownership pattern.
- CERT-In’s own FAQ on the Directions answers the question directly: “Individual citizens are not covered by these Directions.”
- The same FAQ clarifies that the term means providers of “Internet proxy like services” to general users, not enterprise or corporate VPNs.
So the 2022 Directions neither ban VPNs nor regulate the person using one. What they do is require VPN services within their scope to know who their customers are and keep that record. A VPN therefore does not make you anonymous to the law, and it does not change whether the content you reach is legal. If what you want is privacy from other people using your phone, our cam site safety guide covers account and payment hygiene that does not involve any of this.
Mirror sites and “unblocked” apps are their own risk
When a well-known site stops loading, copies appear: look-alike domains, “mod” APKs and links shared in Telegram groups. These are not the platform. They are outside the platform’s rules, its payment system and its age checks, and a login or card entered there goes to whoever runs the copy. If a platform is reachable in your area, use its official address or its app from the official store. Our guide to mobile cam apps in India explains how the main platforms work on a phone. The national Cyber Crime Reporting Portal lets you check a suspect website or app and report it.
Quick decision guide
- Provider notice, or it fails on one network only: it is a block. Accept it, or use a different platform that is available to you.
- 5xx error: the site is down. Try again later.
- Endless human check: update the browser, allow cookies for the site, switch off script-blocking extensions.
- A “new link” from a stranger: do not log in or pay there.
